League One has announced the introduction of a temporary transfer system (commonly known as loan transfers) and a player re-registration system for players previously removed from team rosters, starting from the 2024-25 season. This will enable teams to loan players between clubs and allow injured players to be re-registered.
Introduction of "Loan Transfers"
The temporary transfer system is essentially the same as the loan transfer system seen in sports like football/soccer. With mutual agreement between League One member teams, players can be transferred on a temporary basis. Receiving teams can accept up to three loan players per season. However, from April onwards, regardless of previous intake numbers, teams will be limited to accepting only one new loan player.
Transferred players become eligible to play in matches held 14 days after notification to all teams. Additionally, to participate in playoffs or relegation/promotion matches, players must have appeared in at least one league match with their loan team.
Key Points of the Loan Transfer System
- Players on loan cannot return to their original team during the same season
- Contract terms, including compensation, must remain "identical" between the original and receiving teams
- Early entry players are eligible for loan transfers
- Transfers across DIVISIONS are permitted

Creating a Win-Win Situation for Players and Teams
The system's introduction aims to create opportunities for both teams and players. Teams can now fill tactical gaps or compensate for injury-related personnel shortages. The loan transfer system is particularly beneficial for young players, offering them more match opportunities and expanded growth potential. For instance, young players in strong DIVISION 1 teams often struggle to get sufficient playing time due to competition from foreign star players. By transferring to a lower DIVISION team, they can gain valuable practical experience early in their careers. When they return to their original team the following season with improved skills, it benefits the team that sent them out as well.
Additionally, players who were previously removed from rosters due to injury or illness can now be re-registered, with a limit of two players per season. This applies to "foreign player quota" Category B and C players, though re-registration requires removing another player to free up a registration slot.
It will be interesting to see how extensively these new systems will be utilized in the upcoming season.
